Published on the 29th April, the European Commission presents a roadmap with detailed measures to encourage public and private players across Europe to upgrade their research effort. "Investing in research: an action plan for Europe" sets out initiatives required to increase the level of investment in research in the EU from 1.9% to 3% of EU GDP.

The action plan follows up the decision taken at the March 2002 Barcelona European Council to increase the level of investment in research in the EU from 1.9% to 3% of EU GDP, with two-thirds financed by the private sector.
