PROJECT GUIDELINES

Guidelines for ScanBalt projects


1. Acceptance of projects

To be accepted as a ScanBalt project, the project has to be inside any discipline related to Life Sciences and/or biotechnology.  The project needs to have at least 5 partners from at least 3 different regions and two different countries – all with in ScanBalt BioRegion.  If these requirements are fulfilled, further participants from outside ScanBalt BioRegion can be partners in ScanBalt projects.

The Chairmanship accepts proposals for ScanBalt projects to ensure they are in line with guidelines approved by the Executive Committee, the preamble in the Statutes for ScanBalt and serve the development of ScanBalt BioRegion. If a project application is deemed of particular interest for ScanBalt, the Chairmanship can dispensate for the rules above.

Handling of projects is also described in article 6 in the Statutes of ScanBalt.


2. Management of ScanBalt projects

The projects – except projects coordinated by ScanBalt itself – shall have its own management and shall follow rules established by the project itself as long they are in agreement with issue 1. “Acceptance of projects” and article 6 in the Statues of ScanBalt.


3. Use of logo and name

Any ScanBalt project is obliged to use the ScanBalt logo and name following standards established by ScanBalt. This includes the ScanBalt logo on all printed material distributed from the project, at web pages and on web based news mails from the project.


4. Coordination with ScanBalt

The Management of a ScanBalt project has the right to participate in ScanBalt Executive Committee meetings even if the representative in question is not a member of the Executive Committee.  In case the representative is not a member of the Executive Committee, the representative has no right to vote.

A ScanBalt project must deliver a regular progress report in writing to the ScanBalt  Secretariat once every quartile not later than 4 weeks after the end of the quartile.  The report shall describe activities, results and progress of the project. The report will be available to all members of ScanBalt and should be of1/4 to 1/2  A4 page of length. The language is English.


5. Financing and liability

ScanBalt has no financial obligations to any project accepted as a ScanBalt project except when ScanBalt is a partner in a project where the financial responsibility is defined by contract between the participating partners.

6. Publication and dissemination

ScanBalt has the right to publish results from the project following individual agreements between the project management and ScanBalt. The right stipulated in an agreement cannot overrule national laws or EU directives on the protection of results, of the ownership to results or any rights connected to patents.


7. Exclusion of projects

ScanBalt has the right to exclude a project denominated “ScanBalt project” according to article 6 in the Statutes of ScanBalt.  Exclusion demands that the project is not in agreement with the Statutes of ScanBalt or preamble to Statutes or does not serve the development of ScanBalt BioRegion.  A decision on exclusion demands 2/3 of all votes in the ScanBalt Chairmanship
