The strategy is supported by specific action lines developed by the members of ScanBalt.

ScanBalt Vision, Values and Mission
Vision
ScanBalt will promote regional economic development through knowledge formation,
education, research, technology transfer and innovation within life sciences and related social sciences.
 
ScanBalt will meet cross-border regional needs and increase competitiveness in accordance with ScanBalt values.

ScanBalt will provide support and service to the members in order to enhance Innovation.
 
ScanBalt will assist to face challenges of relevance for the populations in ScanBalt BioRegion within health, environment, energy, nutrition and agriculture.
 
ScanBalt will be a forum for discussions of the impact of life sciences on society.
 
ScanBalt will act as a platform and/or umbrella for activities within life sciences and related social sciences.
 
Values
Life sciences and related social sciences have a major potential to contribute to health,
welfare and prosperity. However, the application of life sciences also presents dilemmas to
society. Exploitation of life sciences and promotion of growth must be lead by a dialogue
between science and society. ScanBalt will promote such a dialogue.

Equality, respect and trust are core values for fruitful interactions in any network. The
development of ScanBalt BioRegion requires that these values are respected and that all
involved parties will benefit while working together towards the same goals.
 
Mission
In respect for our vision and values, ScanBalt promotes the development of ScanBalt
BioRegion as a globally competitive meta-region.

Action Lines
The strategy 2008-2011 focuses on 3 areas in order to promote that goals defined in the
vision and mission are reached in accordance with the values. :

Project Incubator and Excellence -Research and innovation management -Promote coherence of regional policies for research, education and innovation -Improve access to “Talents” -Deliver high level scientific advice

Communication and Marketing -Strengthen strategic communication -Promote branding of ScanBalt BioRegion -Promote dialogue of ethical and sustainability aspects

Member Services and Organisational Development -Develop and promote shared services for clusters and networks -Develop and promote Bench mark models and monitoring -Network key stakeholders and promote access to information -Optimize the organisation to needs and demands
